There was not any community organisation
or group in Kherwara. There was
not any place for victims to express
them selves. In this terrible situation,
if any one have tried to challenge
this system, anti social elements
put him in trouble by making conspiracy.
Police was always behind vested
interests. So common man was in
big terror. Villagers were voiceless.
So, Mr. S.K. Yusuf Zai started his
work as a social worker. He raised
some genuine problems of Kherwara
against district collector and Govt.
of Rajasthan. When any Govt. official
or political leader visited Kherwara,
Mr. Zai met him with some villagers
and gave memorandum. By this way,
villagers got some courage and they
started to involve in struggle with
Mr. Zai by this way, a group of
youth came in power and given new
dimensions to this social struggle.
This group pressurised local Panchayat
to change it’s attitude and
way of working. Govt. enquiries
started among Panchayat and cooperative.
Due to struggle of youth group,
a fear entered among public representatives
and they started doing care of people.
Voiceless of area got their voice.
Lastly on 2 June 1972, youth group
took decision to form an organisation
named GRAM VIKAS SAMITI (Rural Development
Society) in presence of huge public.
Mr. Yusufzai elected first general
secretary of GVS. All the community
leaders and active youths were taken
in executive. It was alsodecided
that, every month, there will be
general public meeting, in which
all burning problems will be discussed
and resolutions will be taken.
EMERGENCY – 1975
(How we converted it into an opportunity)
On June 1975, Prime Minister of
India Mrs. Indira Gandhi declared
emergency in country and announced
a 20 Point Programme for the welfare
and development of poor and backward
people of India. This was a golden
opportunity for this community group
(G.V.S.) to solve following problems
of the region:-
(A)Debt. and mortgage of living
assets.
(B)Bonded labour practices and impoverishment.
(C)Red tapism, Corruption and exploitation
by politicians, bureaucracy and
traders.
(D)Lack of residential and commercial
plots and other village amenities.
In Kherwara block, there were 39
G. Panchayats and 236 villages.
Total population of the block was
1.60 lacks. Among these, tribes
were 67%. About 40% tribal families
were under debt and 50% were without
houses. Several families of western
part of Kherwara block were bonded
labourer due to small family debts.
Local traders were exploiting tribals
very cruelly. Land, Ornaments, even
trees were mortgaged by moneylenders.
There were some points of 20 P.
Programme which were related to
above people’s problems. So,
GVS people started campaign against
the cases of DEBT, BONDED LABOURERS
and corrupt practices. GVS, youths
also pressurised Govt. officials
and local Panchayats to allot residential
plots to needy families on free
of cost basis. By this way thousands
of poor families got relief and
justice. This event strengthen the
GVS. Volunteers effectively and
make the group very popular in total
block Kherwara. Even the youths
of other neighbouring blocks also
contacted to GVS. for guidance and
support.
