RDS UdaipurAS A PEOPLE’S ORGANISATION FROM OUR WORK EXPERIENCE AND STUDY, WE CONCLUDED THAT FOLLOWING ARE MAIN REASONS FOR PEOPLE’S POVERTY AND BACKWARDNESS: (Pholosophy)
(A) People are backward and poor because they are poor in knowledge and thoughts. Actually poor are those who are philosophically backward. Tribal are poor because their natural resources are exploited unwisely.
Community is poor because they are unaware of the present situation and condition and they are unorganised. Actually they are lacking general knowledge and human philosophy which is pulling them away from mean stream.
(B) ABOVE CAUSES RESULTING FOLLOWING PROBLEMS RELATED TO POVERTY AND BACKWARDNESS.
(a) lack of awareness and unity.
(b) Social draw backs, blind faiths and fatalism.
(c) Lack of proper leadership which resulted exploitation, corruption, improper and impractical development policies and programmes including redtapism at all level of administration.
(d) Unwise exploitation of natural resources like forest, water and soil.
(e) Discrimination in the name of cast, creed, religion and gender.

(C) TO RESOLVE THESE HUMANITARIAN PROBLEAMS, FOLLOWING ACTIVITIES MUST BE TAKEN IN PRIORITIES-
(i) General awareness building.
(ii) Creation of need base and practical community organisations which may be as follows
(a)FPC (village forest protection and management committees)
(b)SHG (self help group) of male and female.
(c)Fishing, dairy, consumer, irrigation, labour and plantation cooperatives or societies.
(d)Youth mandals
(e)Land and water users committess.
(f)Community organisitation.

Lastly to unite all these voluntary agencies (volags) by forming a federation like ARAVLI VOLUNTEERS SOCIETY RAJASTHAN (AVS) or make them member of AVS.

(iii) Conservation and development of natural resources by doing following activities
(a)Development of agriculture including improvement in cattle rearing.
(b)Development of land.
(c)Development of irrigation resources including establishment of lift irrigation schemes (LIS).
(d)Desilting and repairing of existing tanks, anicuts and wells.
(e)Construction of earthen tanks, anicuts and wells including tube wells.
(f)Formation of FPC’s to protect and develop existing forests and wild lives.
(g)Development of employment generating activities such as fishery.
(h)Establishment of vocational trainings and rehabilitation centres.

Advocacy
TO PRESSURISE GOVT. THROUGH THE VOLAGS FEDERATION LIKE AVS, ON FOLLOWING ISSUES-Avocacy

(i) Struggles on community related common issues like exploitation, corruption, redtapism. Partiality, women discrimination, child labour, communalism or problems of oustees.
(ii) Improvement or amendment of impractical and improper relief and development policies and programmes. In our opinion programmes should be result oriented not target oriented.
(iii) Mobilisation of Govt. funds on community demanded genuine works in needy areas because in present anti social and political environment, local vote brokers always do partiality. So the strong watch on Govt. decisions must be there to avoid corruption, exploitation, partiality and discrimination.
(iv) To ensure selection of all poor and eligible families in BPL (below poverty line) survey including availability of all concerned benefits.
(v) Arrangements of village amenities by giving priorities to health, education and transport.

Action Plan
To achieve main target of poverty alleviation, following activities are taken in following priority-
(1)Awareness building.
(2)Organisational work as per need of area as well as target community.
(3)Formation of FPC’s and SHG in villages surrounded by forests.
(4)Vocational trainings in fishery, tailoring, carpet weaving, masonry, reed furniture making and herbal gardening including rehabilitation.
(5)Desilting, deepening, improvement and repair of existing tanks, anicuts and wells.
(6)Construction of new earthen tanks, anicuts and wells including tube wells.
(7)Construction of new LIS in the villages having potential.
(8)Improvement of repair of old but repairable LIS. There are about 150 such schemes I our tribal region having cost of more then ten crore rupees. All these schemes needed 30% of cost including proper skilled management committees.
(9)Land development.
(10)Development of agricultural and cattle rearing activities.
(11)Opening of primary schools and balwaries including child labour rehabilitation centres in needy villages.
(12)Afforestation activities on personal land, Govt. barren land including degraded forest land.
(13)Arrangements for health checkup and immunisation campaigns.
(14)Construction of economical building structures to run all necessary activities properly because it is next impossible to get any building on rent in our rural areas.
(15)Arrangement of transport facilities to run the project effectively because transport facilities are almost improper and negligible in our remote work region.
